WASHINGTON STATE CAP & INVEST PROGRAM
Washington’s cap-and-invest program began operating in January 2023. It covers around 70% of the state’s emissions, and its trajectory is consistent with the long-term target to reduce statewide emissions to 95% below 1990 levels by 2050. Washington is the second state in the United States to pass a law requiring such a program, after California. Washington will not be linked to any other jurisdictions at its start, but the CCA allows for linkage in the future if certain conditions are met.

In 2021, the Washington Legislature adopted a historic package of legislative and budget proposals to combat climate change and prepare the state for the future low-carbon economy. The Climate Commitment Act (CCA) was implemented in 2023 and includes a Cap-and-Invest Program. This program requires Washington State businesses to pay for allowances to cover their carbon emissions on fuel and propane.
